The ultimate aim of introducing a reusable materials container is to increase the proportion of raw materials to be recovered and recycled in accordance with climate and resource protection guidelines. This requires a sensible reallocation of responsibilities between the municipal and private waste disposal industry. The Reclay Group is in favour of placing the primary responsibility for controlling the collection of packaging in the hands of the local authorities, although the sorting, recycling and marketing should generally remain in the hands of the private waste disposal industry. “The local authorities are in the best position to judge their structural situation and residents see them as their first point of contact for recycling collections. In order to achieve an ideal management of the local recycling structure, the final decision concerning the individual arrangements in each area of responsibility should lie with the local authorities. An obligation to put contracts out to tender and clear standards governing quality and payment secure fair competition and transparency for trade and industry as well as for private, medium-sized waste disposal companies,” remarked Dr. Fritz Flanderka, managing director of the Reclay Group.
